The National Fund for Scientific and Technological Development (FNDCT), is the main instrument for financing science, technology and innovation (CT&I). However, of the R $ 6 billion authorized by the 2020 budget, approximately R $ 5 billion was blocked to reach the primary deficit target.
IFSP participated in the campaign promoted by Parliament's Science and Technology Initiative (ictp.br), with Rector Eduardo Modena representing Conif, which led to PLP 135/2020, with the ban on blocking funds from the FNDCT, approved in the Senate by 71 votes to 1, and in the Chamber of Deputies by 385 to 18.
However, upon being sanctioned, the project (now Complementary Law no. 177/2021) received vetoes that mischaracterize the initial proposal, maintaining the contingency of resources and preventing its application in CT&I, so important for society, including the necessary technological development in combating the new coronavirus.
Therefore, the scientific community - from research institutions to entrepreneurs - organized a petition to reinforce the importance of the FNDCT, requesting the National Congress to release its resources and review vetoes.
