Governance in the public sector is defined as a system of practices and decision making that encompasses the mechanisms of leadership, strategy and performance control in corporations. Inseparable from accountability, governance assesses, directs and monitors the performance of management, with a view to conducting public policies and providing services of interest to society.

To achieve the results expected by the citizen, Institutional Governance needs the resources of Information Technology in order to improve information and the provision of services, allowing society to have access to plans, strategies and economic resources in public management, through Governance of ICT.
